Since late 2023, Google has required all new personal developer accounts to complete closed testing before applying for Production. It’s meant to fight spam, low-quality apps, and malware. Without closed testing, the Apply for Production button in Play Console stays locked.

Google requires at least 12 testers on the track actively using the app for 14 consecutive days. If several testers uninstall or stop opening it for days, Google may reset progress or reject Production access. At TestoraLab, continuity is ensured by a daily tester routine plus a safety buffer.
